Meet The Team

Chris Kelley
President

Chris is a Partner at Klingen, Kelley & Associates; an accident reconstruction consulting firm. Prior to entering the private sector in 2023, he was a law enforcement officer with over 25 years of experience in both patrol and investigations, dedicating much of his career to accident and crime scene investigations. As a law enforcement supervisor, Chris was charged with overseeing multiple specialized units, including Fatal Accident, Homicide, Arson, Cyber Crimes, Bias Crimes, and the Digital Forensics Laboratory.

Chris has been fully accredited as a Traffic Accident Reconstructionist by the Accreditation Commission for Traffic Accident Reconstruction (ACTAR) since 2010.  He joined NJAAR in 2008 and was appointed to the Board of Directors in 2016. He also served as the President of the Police Traffic Officers Association of Bergen County from 2017 to 2021. 

In his spare time, Chris is an avid photographer, and enjoys boating with his wife and kids, and bicycling.  He has ridden his bicycle numerous times from New York City to Washington, D.C. to raise awareness of Law Enforcement Officers who have died in the line of duty.  

Martin has been a law enforcement officer with the Secaucus Police Department since 2002.  He received his certificate in Accident Reconstruction through the Institute of Police Technology and Management (IPTM) in 2005, and has been an Accredited Crash Reconstructionist since 2012.  He has qualified as an expert in Accident Reconstruction in the New Jersey Superior Court, Criminal Division.  He was promoted to the rank of Lieutenant in 2015 and started the Department’s first Traffic Safety Unit.

Martin has dedicated the last ten years to the field of accident reconstruction and traffic safety. He supervises the crash investigation unit, performs data driven crash analysis to reduce the crash occurrences, and performs engineering studies for countermeasure implementation.  He is the Town liaison for Hudson County’s Vision Zero project.

Martin has been affiliated with a private firm, SKE Forensic Consultants since 2012, specializing in accident investigation and reconstruction.  In 2017, Martin co-founded the Hudson County Regional Fatal Collision Unit; the County’s first ever unit.  He supervises the task force and reviews all criminal fatal accident investigations.  He has been on the executive board of NJAAR since 2019, serving as the Chairman to Seminar and Conference Committee.

Amy has been the Office Manager of Klingen, Kelley & Associates (previously Klingen & Associates) since 2009, and has prior experience in risk management.  She has gained a strong knowledge of  the science of accident reconstruction through her hands-on experience.  She has been an Associate member of NJAAR since 2016.  She looks forward to continuing to use her skills, organizational talent and experience for NJAAR in the role of Secretary.

Robert Clarke has been a member of NJAAR since 2001 and a Board Member since 2008. Robert retired as a sergeant from the Atlantic City Police Department in September 2010 after 25 years of service. The last twelve years, he was assigned to the Traffic Unit and supervised the Crash Investigators and Motorcycle Officers, and was the lead investigator for the Atlantic County Fatal Response team. Robert is also a court qualified expert in Accident Reconstruction in the New Jersey Superior Court, Civil Division. Robert is an instructor with the NJ basic and advanced Crash Investigations levels of training. Robert is the owner of Clarke’s A.R.E.A., LLC, which is a reconstruction business with laser mapping, “Black Box” Air Bag Module downloads and analysis, CadZone training and other crash analysis capabilities. Robert is a member of ACTAR (#1299), NAPARS, NATARI and PSFM. Robert is married to Lisa of 21 years and has two children, Brielle and Victoria, and currently resides in Galloway Township, NJ.

Bill Pauli

Bill has been in law enforcement since 1975 when he joined the Bridgewater Police Department in central New Jersey, which had 32 members when he joined and grew to nearly one hundred sworn officers in the year 2000.  Beginning his career as a Communications Operator, Mr. Pauli then served as a uniformed patrol officer, Traffic Safety Officer, and Administrative Officer.  Mr. Pauli became a supervisor in Traffic Safety in 1987 and the Traffic Safety Division Commander in 1991.  Having also served as Commander of the Administrative Division and as an Operations Watch Commander, he retired at the rank of Lieutenant in April 2000. Mr. Pauli chose to dedicate his career to traffic safety issues.  He earned the Certification of Collision Reconstructionist in 1985 and has attended a myriad of advanced training classes and conferences since. 

Currently with the Somerset County Prosecutor’s Office in New Jersey, Mr. Pauli is employed as a Reconstruction Specialist with the Collision Analysis Reconstruction Team; a Vehicular Homicide Task Force. Some of Mr. Pauli’s many instructor qualifications include Radar, Standardized Field Sobriety Testing, and all levels of crash investigation.  Mr. Pauli began teaching in New Jersey in 1986 and joined Northwestern University’s adjunct staff in 1996.  He has lectured at scores of professional seminars, meetings, conferences, and symposiums internationally throughout his career. He presently serves on the Board of Directors for both the New Jersey Association of Accident Reconstructionists and the New Jersey Prosecutor’s Crash Investigator’s Association.

Bob is a retired Chief of Police with over twenty-five years of experience focused primarily on traffic safety.  He is presently a Partner with Klingen, Kelley & Associates, a consulting firm conducting accident investigations and reconstructions in both the criminal and civil domains since 1997. He has been fully accredited as an accident reconstructionist by the Accreditation Commission for Traffic Accident Reconstruction (ACTAR) since 1993 and has qualified as an expert over 40 times in New Jersey, New York and Federal Court.  He has been a member of NJAAR since its inception.

George is a graduate of Stevens Institute of Technology and he maintains professional engineering licenses in the States of New Jersey and Connecticut. He is an ACTAR accredited accident reconstructionist in addition to being an ASE Certified Master Auto and Medium/Heavy Truck Technician. His prior work experiences include employment as a Senior Applications Engineer in the temperature measurement and control industry and an owner/operator of a service station and repair shop. George has been a member of NJAAR since 2002.
